If your Mac is refusing to shut down, an application has likely frozen during the process. Sometimes you still have the ability to control the screen via the keyboard. So there are several steps you can take to resolve this problem.
If you can, open the Force Quit Utility with ⌘-Option-Esc. Force-quit of any frozen applications. You can also force restart by shutting down the Mac then rebooting after thirty seconds or so.
Check for application updates and run Apple Diagnostics to identify specific solutions. Rebooting in Safe Mode can also help identify the shutdown issue if it happens frequently. You can also try resetting the PRAM and SMC.
